Reorder to put /usr/bin at the start of PATH

/usr/bin is quickly becoming the canonical location for Linux binaries.
Move this to the start of PATH, so that 'which', 'command -v', et al.
list this path as the location, instead of e.g. /usr/sbin or /sbin.
